Raymond Hino is a native Californian, born in Hollywood, California and raised in Pomona, California. He attended the University of Southern California (U.S.C.) and graduated Cum Laude with a Bachelor of Science in Public Administration in 1976. In 1978 he received his Masters Degree in Public Administration (in the Health Services Administration Program) also from the University of Southern California. In 2008 he achieved Fellow status in the American College of Healthcare Executives (ACHE).
Hino currently serves as the President & CEO of the Sonoma West Medical Center located in Sebastopol, CA. He has held this position since November of 2014. During a 35-year career in Health Care Administration, he has served in a variety of CEO and other administrative positions in hospital organizations, including urban and rural, large and small, and in proprietary, non-profit and governmental institutions. In addition to his home State of California, he has worked in Texas, New Mexico, Idaho and Montana.
Hino is nationally known as a forward thinking leader in the health care field with vast experience in health care policy at the State and Federal level, health care administration, health information technology, Medicaid managed care and rural health care delivery. He currently serves on the Health Research & Education Trust Board of Directors. Previously he was the Founding Chair of the California Critical Access Hospital Network. He is a past member of the Board of Directors of the American Hospital Association (AHA) and of the California Hospital Association (CHA). From 1999 to 2008 and from 2011 to 2012 he served on the CHA Rural Healthcare Center Advisory Board, including 2 years as Chair of the Advisory Board from 2003 to 2004. He has additionally, served on the boards of 2 Medicaid Managed Care Plans, Partnership Health Plan of California and Kern Family Health Care. Other Board appointments have included Beta Alliance Insurance Services and the Montana Hospital Association. In 2006 he was recognized by the CHA Rural Healthcare Center for Outstanding Contribution to Rural Health Care. In 2013 he was a recipient of the California State Rural Health Association Rural Champion Award. In 2014 he was named by Becker’s Hospital Review to its inaugural list of “50 Rural Hospital CEOs to Know.”
Hino is a frequent contributor on Hospital Impact, a National Healthcare Leadership Web Blog and serves on the FierceHealthcare Editorial Advisory Board. He has been married to his wife, Gayle, for 29 years.
Jane Rogan-Dwight, Marketing Director

Jane graduated with a B.A. in Philosophy with honors from the University of California at Santa Barbara. She attended graduate school at the California State University of San Francisco in Communications, and later became a PhD student in Clinical Psychology at The Professional School of Psychology in San Francisco. She began her marketing career in Telecommunications in the 1980’s. Recruited to launch the first start-up in Sonoma County, Optilink Corporation, Jane became part of the Telecom Valley family of entrepreneurs led by Donald Green. This part of her career culminated in the management of the Trade Press Office for Alcatel USA. During this time, Jane managed work with such international PR firms as Burson-Marsteller NYC and Landor Advertising. She worked regularly with national and international trade analysts and press, as well as local Sonoma County publications and broadcast media.
In the early 2,000’s after the hi tech crash, Jane brought her skills to Summit Engineering – a boutique civil engineering firm known for building Napa wineries with a client list that included brands such as Bogle, Sterling, Clos de Blois, Ravenswood, Gary Farrell, John Lasseter, Francis Ford Coppola and other luminaries entering the Northern California wine industry. Jane worked with Summit to triple their revenue base, and expanded the employee count from 25 to 49 in just two years.
From there Jane was recruited into BioMed at the Santa Rosa division of Medtronic Cardiovascular. As a Marketing Communications Specialist and Project Manager, Jane developed international campaigns for the Global Stent Marketing group and the Global Angioplasty Group, developing an award-winning Sustainable Leadership campaign in 2013.
Other sideline endeavors of interest include her interim board member status for the Green Music Center, after producing a 20-minute documentary on Telecom Valley Entrepreneurs.
Before arriving at Sonoma West Medical Center, Jane spent several months serving the California College of the Arts as their interim Marketing Director.
